Proposal is a good start. Nevada has a caucus system which disenfranchises the majority of registered voters, basically restricting voting to those who are willing and able to devote the better part of a day to the process. While Congress has mandated early voting and promotes absentee balloting in primaries other than presidential, and in the general election, Nevada severely restricts the presidential candidate selection process. The beneficiaries are the party structure, the insiders, the losers are the public at large. Replacing all party caucuses with primary elections run by city, county, and state election divisions should be a part of the proposed regional rotation.
